DECENT Software Sale process is going to be finalised now.

You can either send BTC from your wallet or get them from various exchange providers. You can also use ETH wallet. Please note that only BTC-DCT exchange rate is determinant.

It would be email & password based portal and you can sign in at a later date to claim your DCT.

Yes with it being decentralized not one person controls it.. Yes a rating system would be a good idea. If the content is rated so poorly perhaps it can be deleted or blocked.

We have currently http://decent.ch. What extension do you mean?

That is correct, explicitly non compliant content will be filtered at the level of gateways to the system.
