This is not a game of chance, it is dishonest manipulation by earlier participants to encourage others to send their money in so they are not the mugs who do not get paid. The earlier players do not want to be the ones who do not get paid, they want other participants to be the mugs who lose their money instead.

Because that is the crux of it. It isn't a bet. You don't 'win' a payout, you steal it piece by piece from later participants by making sure you can draw them in after you have deposited yourself. When 'winning' is entirely dependent on making other people 'play' it isn't a bet, it isn't a wager.

It is not gambling by any stretch of the imagination.
