What and what count as activity? Apart from posting and commenting, are there any other things?
Yes. Time. You cannot have more than 14 activity in a two-week period.
You can read more about it here: Activity & new membergroup limits
The activity number is determined in this way:
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)
