60 decimals will not hurt your ears, 60 - 70 decibals is like hearing a normal conversation from 1 meter away. When you get towards 90 decibals it gets loud. If you ever been to sound competitions the guys actually lean on their cars windows because the decimals are as high as a 747 taking off. It will make you deaf.

I don't think you can send sound through a wall the way you want it though. Give us more info, like what is it for exactly ? Are you looking for noise cancelling ?

The best thing you can do is go to a place that does recording for music or sell equipment they will set you up well. Unless you know of a good car stereo system seller.
You mean decibels? Just couldn't help that urge to correct you. (That's useless advice, by the way.)

You can connect your smartphone to a bluetooth or WiFi speaker at the other side.
I don't think concrete can block it.

Is this revenge for them making a bunch of noise? Why bother spending any money? You got the right to a peaceful life. report them to their landlord or the local authority. best of all it's totally free.

Put some soundproofing materials on the walls instead? Cover the holes with egg trays or foam to minimize the loud noise that comes from the other side of the house. Other than that, I clearly don't have any ideas left except from talking with the other guys next to you (which you said resolves nothing).

Hi you can visit these sites--
http://www.extremetech.com/extreme/170649-sono-a-noise-cancelation-and-isolation-device-that-sticks-on-your-window

http://m.phys.org/news/2013-06-percent-walls.html

You can use a high pitch sound device and attach a sound proof device to it,which will decrease the constructive amplitude of waves and decrease the pitch in your room as well.

The only device you can use to send sounds through the walls while still remaining anonymous is this device which hijacks your neighbours speakers to do with what you please.

Specific instructions:

Buy any SSB transmitter (SSB is a type of AM transmission). No reason to go with CB as it's power limited and therefore is difficult to find high power equipment for. A 10 meter transmitter would be ideal.

    Here's one on amazon: http://www.amazon.com/10-METER-BLUE-FREQUENCY-NUMBER/dp/B001JSYHBU

Buy a matching power amp (10 meter wavelength, AKA HF), as large as you can find. Here are some listings on ebay, starting at around 120 bucks for a worthwhile unit. The legal limit in the US is 1500w, so thats the highest you can likely buy.

    http://www.ebay.com/sch/Radios-CB-Ham-Shortwave-/1500/i.html?_nkw=hf+amplifier

Antenna, I suggest a loaded coil vertical for 10 meter (could be hundreds of dollars) as this will be the most compact short of a dummy load (which may or may not work for our purposes). This will likely be branded as a mobile model. Otherwise, learn how to string a horizontal dipole, this will cost less than $50.

Tone generator can probably be replaced by a laptop or ipod with samples at different frequencies. You'll need to get an adapter to plug your radio into your laptop or ipod. You'll also want a choke on the line between the receiver and source, as well as some sort of shielding for the laptop from the antenna.

All these pieces simply plug into each other. The signal source connects to the transmitter, the transmitter connects to the amp, the amp connects to the antenna. You may need various adapters and cables depending on the equipment you choose.

I dont expect someone with a newbie account to pay me 0,2btc so ive not bothered leaving a bitcoin address.

The main purpose for the device is quite unclear.  Smiley But if I have a budget, lets say, a couple of BTC, I will try to build something like these.

Rather than retaliating the matter, its better if you simply prevent the noise coming inside your house. There is literally no way you can send noise signals and not hear it yourself. You can use Honda noise generators which can produce upto 60 decibels, loud enough to affect human ears, but you need to wear the ear protection yourself before generating the sound.

Want a kickass alternative ? Install one of the following things in your house and say goodbye to the neighbor's noise forever. All the remedies are a cheap alternative.

1.Insulating your house from these guys : http://www.certainteed.com/building-insulation/complete-comfort-acoustics/

2.Sound Proofing : http://www.soundisolationcompany.com/

3.More stuff for blocking sound through walls : http://home.howstuffworks.com/home-improvement/repair/block-neighbor-noise1.htm

All of the above are cheaper and more effective than trying to retaliate into sending noises back to the neighbors.

It's about the flat next to me. The crack addicted neighbours turn their music and TV so loud my children can't sleep well. Talking with them didn't change anything. Police doesn't care.

How loud do your neighbors play their music in order for their music to pass through a concrete wall? Wow, my condolences OP.

Where do you live; why don't the police care? In most jurisdictions, you can file a noise complaint with the police. Do you guys have a landlord? Generally, it is the landlord's responsibility to silence noisy tenants. Also, depending on your jurisdiction, you can sue your neighbors for their noise.

Good luck with your situation OP, hope it gets better.

Does anyone know a forum or a site where i can get ideas?

Any other idea? Maybe i can disturb their electronic devices or the satellit signal or something else?
If this is the case than you have to close all the holes you have at the outer wall of your house with foam, you can get foam creating device in electronics or supermarket. Specially put them in the gaps of windows, door etc which is situated between you and your neighbours. You should give more explanation about where is your neighbour situated, are they on top floor to you, next to yours flat, or down floor than you.

I can confirm that this can help alot. First step windows and doors. Hopefully your doors are not made of glass partly. Tongue Next step would be to protect the wall itself. It's possible and better than having the stress to fight them constantly. I mean your children will need you some more time. Tongue
