I'm pretty sure they will have insufficient funds to pay their signature campaign participants sooner or later.

The website is their only source of "income", so yeah, where else should the coins for this "campaign" come from. It's either investment of the runner, trying to score a max as possible run or reinvestment from the yet made deposits, trying to catch even more.
