It does pay out for "WINS" however, deposits on the other hand have been progressively failing as the OP claims we do not have enough people playing to sustain the operation.

I have 15% from 150%
So with 0.05% per day i will get my initial 100% after 1700 days = 4 years + 8 months...
And to get the full reward of 150% i need 2700 days= 7 years + 4 months + 25 days.

Well, if you did payouts of 5% for the last few days (from your own funds), you would have earned it all back right now in new investments.
Most other games have a backup for this for a slow day. But reneging on the deal you made of 5% daily payouts is what ultimately killed the game.
As investors no longer can trust the game or you, they don't reinvest.
