Because if you are really Indeed against Cheating , then You must prevent those players from the beginning that you find out they are creating multiple account , but instead you let them DEPOSIT to favor your Scamming and Don't Let then WITHDRAW to Favor your Scamming more.
It is made to provide convenience for fair players, if a player doesn't try to earn money by violating rules - then he will be able to play after a few clicks without having any issues in the future, which is quite convenient. I doubt you will get your money back, so take it easy and don't waste your time.
