You presented those sentences as if all four of them related to her choice of clothing. Only the last two of those sentences were related at all, and they were, in fact, entirely accurate. Ask any business professional, whether male or female, what they would think of a lobbyist woman showing off cleavage or a lobbyist man showing off chest hair. You will find the same answer, which was my exact response, in both cases.
It is a sign that the person is either ignorant toward the proper dress code for that position, or they know about the code and choose to ignore it on purpose in order to draw attention. Given the fact that Boring is very experienced in this field, the only possible conclusion is the second one. This is a form of manipulation and absolutely indicates the person to be less trustworthy than if they made the proper choice.
