Two words from your post "investment"and "safest" doesnt come together when talking about cryptocurrency.
I would try a bit different approach - I think NEO, Monero, LEO, CRO are the worst altcoins to buy in top20.

Neo - I dont here any positive news or about about it. The only way its price could go up is a short term pump.
LEO and CRO - just unknown alts. I think they dont belong to top20.
Monero - I've suddenly realizes, that the word scam is often used when speaking about Monero. An altcoin is not a scam by itself, but scammers often steal XMR tokens, XMR was used to scam or something like. I guess it is just a bad karma.

Honestly think ETH is worth investigating in for the long term. Has been getting a lot of attention after the recent btc congestion after halving.

A lot of coins listed on CMC but you should just importance to the top 100 coins which are performing. I think you waste of your time if you research on undervalued coins. mind that you should plan for long-term than you will be able to make some profit from those coin. Cryptos unpredictable behaviour cannot be assured accordingly follow a line of investigation more than a few era and invest based on that.

I can not say a coin is good for investment until you analyze the coin, if the coin is in its lowest level for one year period, or maybe six months, it is good to buy such coin. It can be Ether, litecoin, ravencoin, digibyte or electroneum but we must also check if the coin do increase very well in price over such period.

It's exactly as you write in the introduction, there are a lot of coins and tokens, but it's really harder to choose from - not counting the top altcoins and bitcoin. It's a nice and quite concise list.
Some I also try to buy and hold in the long run, such as Ethereun, Energy coin and also want to buy some Bat tokens. I would expand the list you provide, for example, to include coins and tokens: OGN, LBRY or IQ cash.

Indeed there are lots of altcoins and no doubt most of them are useless. More than that is getting harder to find something good, reliable project, as you above mentioned most of them are unbelievable (scams). Cause of the reasons l prefer to choose top altcoins, in my humble opinion top altcoins are the best cryptocurrency for earning good profit, but if you are a long-term investor, that means rising up of these altcoins can take a bit long time cause of current problems.

Sincerely speaking, where is no particular coin one can say will do well within a specified time range, except it's a planned pump. Certain coins I hyped to do well within the first quarter of 2020 have all failed to hit the bull's eye. Yah, I know many will attribute the not-doing-well to the pandemic and lockdown which do greatly impact on businesses, no doubt. But this isn't accurately correct because I have seen coins/tokens do well at a time like this. So, I think it's safer for anyone not sticking out their neck in a bet on this. Not even the first top 20 listed coins on the CMC have a medallion of certainty of performing well hung on their necks.

I usually do not click the external links which are being provided on this forum. So, it would be great if you share their core vision on choosing coins and more importantly reasons on why 21 coins and not 25 or 50 coins lol. In the past I have seen many articles like this across Internet but none of them were proven good for safer investment suggestions.

I agree 99% of coins and tokens are worthless but at the same time investing into cryptos with calculated risks is also not a big task as per how cryptos performed in getting its investors big ROI. Simply I do not need anyone else's suggestions but this community's guidelines on how to choose coins will be more than enough to securely invest on good coins and tokens.
