As I can understand, the rakeback is paid every week. Do you mean that you did not get it on the payday?
How much you should get from the rakeback and have you tried to ask them privately?
There must be a reason why you did not get it, it can be delayed or you are not eligible for it or some other reasons.
So better contact them privately to know the exact reason.

My country residence is not in the list, same with the phone number code.
What to do now?

It is strange, when you use VPN and use your data and if it is among the prohibited countries I think that the next form is to verify that you are in the country that the VPN shows, I imagine that they must request entry to the country through the passport, some kind of DNI.
This is the bad thing about using the VPN, the policies that casinos often use are limited due to their licenses, and when they require the platforms to show their KYC it already becomes another problem, many like their anonymity, preserve your privacy, but even the Exchanges themselves are already demanding KYC, so I think that casinos with these restrictions are more difficult, this can bring problems in the long run, when you use VPN and they demand that you show that you are in that country things get complicated .

They’re just looking to avoid bot usage. Create a fake email account, enter that address, and it sends you a code you enter on the site. Click verify and you’re all set. You have access again.

not sure why these problems happen , yesterday a similar thing happened with me then I was advised to use VPN today and it worked
few hours later I tried without VPN and it worked as well , so I would assume that there are times such problems will happen no matter what IP you are using
Just to let you know we reached 300,000 ONLINE players and our servers were overflowed.
We weren't ready for this amount of players now we are upgrading our system but it seems working well now.

Although @OP has said there's no restrictions, but some territories has their own rules regarding the jurisdiction (i.e. Netherlands)
