This statement was actually a quote from someone in a Telegram group.
I'm going to take whatever comes after this with a grain of salt. Anonymous/random users in some undisclosed Telegram group are not regularly a reliable source of information.
Apparently some tokens promise to pay you crypto as a reward for doing stuff, like watching videos or ads. Sounds great, right? However, sometimes it also involves you downloading an app/program, which could give you malware and steal your cryptos!
Not "apparently", some of them genuinely do. Is your accusation that there is no such thing as a paying faucet? There are plenty of legitimate faucets, so to answer your question and respond to the quote, No they are not scams. They just are not worth anyone's time. Don't download programs you don't recognize and can't verify, problem solved?

Faucets back in the day used to give out multiple Bitcoin, so if you had held onto them then you can imagine it would've been very profitable. At their current rates though, and without tremendous change in the price of Bitcoin or cost of consolidating inputs then faucets are basically just a waste of time. Often times the amount of coin you receive from a faucet is going to end up costing you money, because it is an extra input into your transaction. You have to really manage your inputs, and faucets are horrible in exactly this area.
