is it actually normal to pay 2 thousand dollars for a domain which doesnt mean anything and is only short? it would be interesting to hear from experienced people
It does. And it's mostly for big company as Twitter (t.co) and so, as they need shortlinks (short links).But not just Twitter ... many services (even before Twitter existance) were using it. Tracking, banks, paygates and so on.

Please note that 9.cr is a 1-number short domain in C.LL format (shortest normal 2nd-level domain possible) what makes it one of the most rare domains on this planet. I already received +600$ offer and did not sell jet.

thanks for the hint. How much could I get on Flippa? Don't I need to start with some very low start price - seems like much risk. I have seen a "9" domain saled at Sedo for 1000$ last days and Sedo automatical tool suggested I should make 1999 Euro for 9.CR
