As we found more than 50% wallet is not upgrade, we cannot enable the upgrade in the network. We will stop the deposit and withdraw in the 2 exchange before the upgrade can apply.
For the user and mining pool, please upgrade your wallet asap(including local and masternode wallet).
The deposit and withdraw function will return to normal in 2 exchanges after the enable of upgrade in the network successfully.

1. No. Up to this moment, we want to make sure enough volume on these 2 exchanges. We are going to have some project of promoting these 2 exchange and try to keep a good relationship with them.
