Honestly, this is just the Mainstream media trying to gain more credibility for a story that doesn't have any credibility to start with. They think by making this horribly irrelevant claim that they'll be able to latch onto people and try to trick them into thinking that all of the intelligence agencies in the US are in agreeance and all the facts are there.

It's wonderful how you put it, most of these agencies are going to irrelevant and not have any data relating to the US election shit and Russia. It's just another talking point for the MSM, Liberals, and Democratic politicians. Irrelevant news is the way to put it.

They could just say they are doing what the American playbook has done for decades and it is to rig and manipulate elections through the use of Propaganda to interfere in another countries political process, one need sto look only the Latin America and puppet governments to see that history or the Cold war, they are only raging because they think they can do it to other people but no one should be able to do it to them ^^.

Then you have to define the term "hacking". The voting machines were not connected to the internet, and the only possible way to hack them is to do it manually for each of the machines. Do you think that it is possible?

That's a different issue, and yes it is not only possible, but Russia tried that too

This is what the leak from Reality Winner (her actual name) was about...

The leak showed Russia not only hacked into the database of the company who makes the voting machines, but that they tried phishing emails (and more?) against people who had access to the machines

So yeah, Russia at least tried to compromise the voting machines themselves, but nobody knows whether they were successful, because zero states audited/recounted the election results

This leak is only about a week old, so no telling how long congress etc has known about it

The leaked documents shed new light on alleged interference efforts by Russia close to the election, with the disclosure saying the hacking "may have breached at least some elements of the voting system, with disconcertingly uncertain results."

Now for the non-relevant agencies:

I mean... who are they kidding?

How/Why would the DEA have information regarding Russia hacking into the DNC emails?
How would any but 2-3 of these agencies have that type of info?

Why not just say "all our intelligence agencies agree?" or "all relevant agencies agree"?

Why mention 17 of them when 90%+ have no input on the topic?

Why lie and say that the DEA, etc agrees with the conclusion that it was Russia when they couldn't possibly have such information?
