I would say no it isn't a good time to buy any altcoin. It's better one buys a stock on its way up than one who's fate is undecided. The Altcoins market is undecided at the moment.

Buy bitcoin first and foremost before altcoins. I'm also an altcoin investor but it's very limited to the top coins that we can see in the market. Many altcoins do have use cases but it seems to be ignored because their project or product didn't run good.
not now because the market is not stable whales trying to manipulate the market and try to buy BTC at a cheap price thats why whales spreading rumors and news to dump BTC but without an increase in BTC altcoins are still in bottom price.
My most of the coins value decreaased upto 99.9% i dont think it will recover sooner or may not in future . I am still holding some dividend paying coins and some exchange token . The coins which i made huge research and invested that is also sinking . Some are TexPAy token and NEO both are still having 80% loss . Its very hard to find good project for current scenario.
It would be a smart move to start buying up quality alt-coins if the market gets any cheaper as you'll not regret it in the long run just be patient and wait for the bargains to present themselves and you'll not likely be disappointed in the mid-term

I'll take second option, take it or leave it. I'm not interesting with the first option because risk that I can't handle. But I prefer to choose old altcoin because they already have track record and also customer. New is " hope " but not always success. Let me with the old and see you next year.
The issue is knowing the "lowest prices" to buy altcoins, since most times we buy at dip and price still gets dipper, this happened to me when I bought DENT at 13 sats and price went down to 4 sats. It's best to accumulate in parts anyway, but I'm having my major holding (70%) in Bitcoin. Recently I bought more NPXS hoping for the best since the development so far is encouraging even though price is down.
indeed the price cannot be predicted. Knowing the low price of a coin cannot be done easily. especially if bitcoin prices are not stable. Maybe it will go down to 90%. Buying on a regular basis at each price can be an option, but you have to have enough funds to reach the lowest price. Target prices for you to buy beforehand and fund management to buy back when prices are very low.
I dont believed in youre point number 2. Old timer projects have way more than chance to bloom (I'm talking about the good ones not the scam shitcoins out there) New projects always focus on trading even with IEO, after that the investors will leave and find another one. But if you invest with, old projects like neo, bat, you can see them even 5 to 10 years from now.

New projects are always there all the time and give new ideas, but now there are so many altcoins and I already have a lot of altcoins that I bought from IEO, waiting is the right time and if there are new projects that are better than the previous project, of course I will start do research on that project

It is interesting how when watching a chart people can interpret it in many different ways, when you were watching an accumulation stage in the market I was seeing nothing more but an attempt by the whales to try to manipulate the price, the recent decrease in the price of most altcoins could indicate that I was right, but you never know with this market that can move in unexpected ways, I could be the one that is wrong and in the next months and altcoin season could begin. Majority of the altcoins are far below their All time high even when BTC experienced a minor bull and rose up to $12k. Maybe the altcoin season is on its way so this is the best time to accumulate more of the promising ones.

True. Buying now before altcoins start to rally could be the move that ensures financial freedom for a smart cryptocurrency investor in the nearest future. In order to promit maximally, it's best to properly analyse projects before investing in them.
Yes I agree, with next bullrun altcoins backed by good projects will grow along with Bitcoin and we should patiently wait for that time. It may take a year, two or more years but bullrun will come. Markets move in cycles and there is bear and side trend since 2018, its time for bull run to come. Selling altcoins at current price is not worth anything, its time to collect more and more altcoins and hold till next bullrun.
It is not every altcoins that bitcoin drives, bitcoin only drives those altcoins that are within the very top in exchanges, and that should not even be main criteria for the development of those projects, bitcoin bull run can only increase those project to an extent but would not give them any maximum growth, the only thing that can give them a maximum growth is still their projects.All these project really need to sit up and work on the project product that they have, I don't want to believe that people have totally lost interest in the use of their product for the reason of their establishment, they just need to push it more out to the world to see, so that they have to stop depending on bitcoin bull run, before they can have some sort of growth. For the long term, I prefer to invest in the BTC but the solid altcoin portfolio is a better idea for the short term gains. The altcoin season will bring the chance to take profits from the altcoin portfolios for the crypto investors. The altcoin investors waited a long for the uptrend in the crypto market but the stable BTC prices killed this probability. 
I would choose point 1 if it was a popular altcoin. to be honest, I would rather have bitcoin than altcoin for now. but, because of the principle of "don't put everything in one basket," I started to look at ethereum to have it as a second asset after bitcoin.

If next bullrun in near future than old altcoins will pump that time, I believe. Without top exchange or mainnet there will be no bullrun (Altcoins). Many holders have too many altcoins already, present market is still not showing any sign that recovery is around the corner i think the best advice is to adjust your portfolio because many more altcoins will die due to too low market price
