This is a Perfect suggestion for altcoin investors! Buying new potential altcoins are very good move, because many old coins already gained their peak price. Like I have no hope on ADA, Bitshare coins but in the bull run new coins like Harmony will do far better! Therefore buying coin which has use cases is another master plan!
The bad thing is that even good looking projects that pretend to have a working product can scam you. It is not hard to order a gig on Fivver, to create an amazing video for several bucks. Be aware and always check every aspect.

It is very difficult to know when is a good time to buy altcoin, because all altcoin prices tend to change and are not fixed, except for stable coins, if I personally buy an altcoin based on general analysis and beliefs of most people.

You are serious? You advise people to buy new altcoin. What new altcoin do you suggest? Altcoin with a large community doesn't have a good move if bitcoin doesn't move. ICO projects will not give you benefits for the current conditions, at least investors for new spot projects.1. right now I only buying some coins of the top 10 Altcoin ranks and wait for the right time for me to sell them. in my opinion it's never too late to buy Altcoin because everyone has the right to determine when for them to buy Altcoin even though market conditions are still red. when will Altcoin time arrive? that is still to be a question and we will not know when it happened.
Sorry but i have too much altcoin within my portfolio since market collapse wherein i thought its a big opportunity to buy just to regain my losses. But unfortunately until now had no progress and it's been how many months and still struggling . So its really very skeptical to buy more especially if you know it's still uncertain in the future because of the current situation of market.
Same as you I have bunch of altcoins stored in my wallet and most of them are from bounty campaigns where I used to participate. I admit that some of them pofitable but some are let's say not that good. not all new altcoins will get ROI, we know that the Altcoins market is on the rise but the new Altcoins don't guarantee ROI yet
This is a time to buy for those altcoin that are worthy to invest. These days I am not into buying old or new altcoins since I have already altcoins held in my wallet for long since the market is not in good condition. Well a good chance for those who accumulate more alts, in me instead of buying alts I prefer to add my bags of accumulating btc.
the red market has been going on for more than 7 months. and I think this is the last one ... but I am not very interested in most new coins, (only a few) maybe it's like BNB, TRX, EOS, LINK, MATIC. I still like the old Ethereum STR, XRP, LTC, WAVES, DOGE coins. from the coins I mentioned, I already held that. at present only waiting for the pump time.

for new altcoin, they have to make interesting updates and alternatives if they want to survive and compete with platforms that are already on the market. if they do not have new features that can be of more value than their platform, of course, the market will trust more with existing platforms than with new platforms. and that will affect their coins in the market. 
Many new altcoins are successful and replace old altcoins. Just how you choose it. The new Altcoin has a lot of support and investors are investing in it. at this time it is still possible to buy cheap altcoin, before altcoin recovery. Currently the quite interesting situation enacts on the market. You know, a lot of assets cost ridiculous small amounts and it just need to make a right choice before buying. By the way I have assigned my girl friend to help me monitoring prices of some coins it is not so difficult it just need to have a bit free time and desire to earn money.
Do not forget that when the market situation is clarified coins grow up significantly so if you are ready to hazard it is time to look for nice opportunities.

I don't think the time currently is the right time for altcoins but even with this, there are some altcoins which worth checking out. Though with what has been happening for some time now, investors are not excited to invest in altcoins and even Bitcoin but what we should know that this will not last forever and a time is coming when Bitcoin and many altcoins will set a new all time high and this is the time to prepare for the ride.

I already have some altcoin that I hold. I will not buy anymore because the altcoin market has been in red condition since the last 2 years and until now there has not been an increase. I'm afraid the altcoin market can't pump anymore. so I prefer to buy bitcoin rather than altcoin. I am optimistic that bitcoin can pump even higher, although at this time bitcoin is also experiencing a dump. and I'm sure when bitcoin pumps the altcoin market also pumps. but I think this will require a long time and therefore we must be patient.
Every cryptocurrency in the market is badly affected by the recent dump in price and if you notice the momentum of the crypto market through historical data of the market you'll know the dump is normal but that doesn't mean altcoin market has died or won't experience pump in price anymore. Don't get me wrong cause I don't support the OP presumption about altcoin investment cause it better to hold more bitcoin than altcoin which are highly manipulated.

There's a lot of altcoins that we can buy like ether xrp and many more those altcoins are good for a long investment like bitcoin. Buy now altcoins but choose a good altcoins that really gives you profits and you can hold it for long time.
