They can subsidize those products that are increasing and like non stop price hikes that's happen.They can apply this and work on it for the fuel prices. Or the place he is renting is horrible and he is the only one who agrees to live there. That is why landlord gives him that discount. Bargaining for food and other things nowadays is difficult as they already come at a high price. Only a few landlords will lower their rent rather than increase it unless your landlord has a good heart and takes care of you. Simply approach your landlord and bargain with him; simply tell him the real reason; if he still refuses, we can't do anything because everyone is experiencing this, and we need more money because all of the foods are very expensive now. We can tighten our budgets more and try to work more, like getting side hustles, etc to earn more money.

You are very correct, everybody wants to buy commodities at a very cheap rate but have you ever considered if the cost of production is cheap. We are in a period were there is inflation, high cost of power and fuel and everybody including manufacturers are also feeling the pains. The best thing to do for now is to seek for cheaper alternative of any product you consume. My children are now consuming locally produced food instead of expensive company manufactured baby-food/cereals.I had to move out of my bigger accommodation to a smaller place because I could no longer comfortably afford it. I disagree with the word anything because you can't, yes some places you can negotiate and reduce the price but most of the basic needs like groceries, veggies, meat are fixed price everywhere even if its a roadside shop the price is fixed.

You got a discount for a coffee in McDonalds ? Or in a local coffee shop? As McDonalds is a franchise and all the prices, menus, software is negotiated with head office, it is impossible to get a discount there. Their cash desk PC dont have a button for discount. If you have paid less than it is stated in a menu, then McDonalds employee has put his own money into cash desk. If it is a local coffee - the owner can afford to give a discount, he controls price policy himself.
What are the motives to give you a discount, to bargain? Why should people even do that? Only because you want to pay a lower price? If you bargain because you are short of money then this is one thing. But if you just want to pay less than others, then you are scrooge. Why you think you are special and have to pay less, while others pay full price?
I like your OP's suggestion, but it looks like a utopia. Based on your philosophy, when inflation rises, we have the right to bargain. At the same time, why are food prices rising? If there is no need to raise the prices of goods, why do they rise? I don't see the logic. In my country, prices can only go up. For whatever reason, they will always find an explanation for why goods have risen in price. If I go in and start haggling, explaining that I now have the right to do so, I will look like a crazy person to others.
