C-cex is staking customers PoS coins, and most likely dumping them on their exchange. When I questioned support about it, this was the response I got.

Usually we disable staking. But sometimes when wallet hangs or require resync our staff restart it and forget to disable it. If you don't want your coins staked - just keep them in your wallet.

Staking gets disabled in the .conf, so no need to disable it when wallet restarts. Funny how none of the other exchanges have this issue........
I got my first ban, after three years, for mentioning c-cex staking their coins. Perma-banned for saying they went to the dark side.
Not looking good, if you look at the what happened towards the end of Craptsy. Too many similarities, and too many scamcoins added each week, probably in house coins. No respectable exchange would list the crap they have lately. They have been listing coins with no block explorers........ Approach with caution!
If any of you have withdrawn from c-cex recently, check your transaction, and see if it came from a wallet that was staking.
I will be posting this in every PoS coin thread that is listed on c-cex.
Good luck with your coin. Maybe without c-cex dumping their stakes, there could be less sell pressure.

OK so here is a question
if the wallets are locked no coins can go in or out. so if they are staking the coins and selling the profit.
the coins will still be getting staked as there not leaving the exchange so.
the best thing to do is remove the buy orders so they have no one to sell too.
i know they will just send them to another exchange but at least the wallet may get unlocked and you can get your coins?

according to c-cex their staked coins are not being sold but kept in the exchanges balance. its pretty simple, exchanges shouldnt stake their users coins. if they staked it by accident like they claimed they should send those coins to a burn address because those coins never should have existed in the first place...
they said they would turn off the staking after i give them the updated code. waiting for word from our coder before i release it.

Not sure if anyone has mentioned this but you can now stake your 1337 coins on POSWallet and they also have a 1337 faucet

c-cex is having issues with their 1337 wallet and put the coin in maint. their issues are caused by them staking their users coins but somehow they blame it on the coins code... ive talked to several devs who said the same thing. long story short, 1337's price is stagnant atm because of this.
Im waiting for a reply from Banzai to update the source with the next halving. when thats done c-cex will update to the new source and hopefully turn off their staking so there wont be any more issues.
as for future development, some things take longer than expected and some things get delayed because of other factors... but i can assure you that my team and me are in this for the long run and that more projects are being developed.

1. use your explorer to go to the 1337 folder in c://...... AppData/Roaming/ ( you might go through your folder settings because they could be hidden folders)
2. delete all files in the 1337 folder except wallet.dat
3. start the 1337 wallet and let it synch up with the blockchain. your coins should appear soon.
dont forget to keep a copy of your original wallet.dat file as a backup.
