They count Block Reward from speculation that 100M ARTE will be sold (for ex. reward for 10000ARTE = 0,0001).

Now they sale 1,48M and will be more. But...
What happens if 100M will not be achieved?
Devs will change block-reward? Or not?

Yup, not enough ETH to pay the transaction fee. The instructions say put gas limit to 250 000 and gwei to 21(using myetherwallet, there is a button in the right upper part of the site to adjust gwei). See that you have something like 0.01 ETH in your wallet when sending the MNE. That should be more than enough.

It be ok with a lot lower gas and gwei, it will just take more time.

You have to pay the transaction fee in gas.
For this, you have to have some fractions of Ethereum in your wallet to send the transction.
