Developers of these projects aren't revealing their are plans due to the fact these can be copied by people those following the progress. It will be really good if ICO dates at least are announced by the end of this month. I know this isn't in hands of devs as they have expressed the real hurdle is company's establishing.

Since there is only hint or condition for ICO to kick off which is company registration so that may be quickly or can also take some extra days. I will guess this ICO coming somewhere around 20th September. Anyway you can pick more cheaper MNE if there is some delay to make sure cheaper ARTEmine as well using them.

You are wrong, it depends on the marketing and the use of artemine, when there is great use, many people will come also to this, thats why eth is also a coin that can be used to use in the ICO. But as MNE and Eth price doesnt correlate each other at the ICO, of course its just smart to investors to buy mne first before buying genesis addres of ART, maximizing their investment.
