Can you verify that you are the developer who is designing the website ? , I think it should be confirmed before sending him any coins. This user is just a newbie account .

I don't think we should spent btc into votes... we can easily pass next two coins without any btc and maybe with some effort pass also GOX. If that happened and we could maintain the position we would be listed there within a week. In this case the btc could be used either to buy COMM now on the other available exchanges (if the person believes Mintpal will make price go up) or when it is listed on Mintpal (if the person believes that a dump will occur at that time).
Anyway, just my opinion.

But I personally know about Mintpa is: on the Mintpa deals, not just voting, must have to payment votes, (more or less, should be not less than three BTC)
So I think we are going to trade in Mintpal, there must be three BTC payment votes.
Although this is not written in the book of rules.
