Could someone please give this guy a straight answer. Yes, or No. Is this the same ELC that was originally launched?

It's the same blockchain, if you had coins in 2013 you still have coins now (you need 0.6.6 wallet).
But, it's not "that was originally launched" after the hardfork (Scrypt-N + fast diff adjust). Like Bitcoin and others after "soft" and hardforks...

For scrypt-n mining, n-factor is 8192 for 2017 & 2018. Here is the right config for ccminer. If you set the n-factor wrong, found blocks will not turn to coins!
