The vision is to build a true decentralized (even the development) and immutable blockchain for dapps and internet of things. From a technical standpoint, there's no second layer in sight (eth will have plasma)

First time I heard about Saturn, well, it's a wonderful thing for ETC for sure. Article's author is right by the way, etcdev, iohk and etc commonwealth weren't able to develop that?
