Does the wallet enforce the transaction fee on the miner's end? Cause there'll always be clients which don't enforce it.

I think its being created right now.

A lot of stuff is a little behind schedule....because let's face it this coin rocketed to popularity basically in a 24 hour period. Now the devs are just trying to play catch up with the demand.
