since the only thing that would differ from user to user is the payout address, whch the wallet already knows, this is very doable, no?

It would be a great way to ensure nearly everyone with a wallet is part of the mining, since we won't have many whales with megarigs mining this.

Actually, technically it's not incorrect. I said "we are finding the most blocks". I didn't indicate a timespan. One would assume it means "we are finding the most blocks at this moment" meaning to the user "hey, I will get more coins (or coins faster) if I mine here!". Thank you, that is all

It sounds like the pool is messed up or isn't finding any blocks. Try http://foxcoin.morehas.com - zero problems since launch.
