I'd expect after ICO, since that's when we going to look at distributing it. Right now the team is too busy focusing at the project itself.

Why Americans can participate through special channels, but Chinese citizens are not allowed at all?
It lies in the differences in country regulations. The US has specified allowable conditions. I don't think China has set up some leeway.
