I was stuck on that one few weeks ago (pretty hard) and got Mr. P annoyed.. Sorry, Mr. P
the performance fund ~4M is seed money - meaning that it will not be refunded or withdrawn. It's like Iconomi have 10M to spend on operation cost, but everything above the 10K BTC threshold will be used to make more money (instead of sitting in a bank with 0.000001% profit at best). The idea is that the proffits will provide enough fuel for the team to burn on operational costs in a way that they won't need to use the performance fund seed money.
We will gain by that move twice:
direct profit - ~20% of the profits made with that 4M seed money will be paid back as dividends
indirect - profits will raise Iconomi market cap and will attract new investors - ICN token will be worth more. MUCH more
Time to see people who sold ICN to rush in zcash losing all your money to whales!

they already know a lot of us requested ICN to be added already. I think if it will be added on exchanges like bittrex and polo, the value of ICN will drop to the very minimum because whales will even try to get more ICN by controlling it thru pump and dump.
