3.1 MH/s and no blocks in half hour 
right block is >5690 and i have 21 connections no problems, sometimes no block for ~20min then i get 3-4only 8 connections here and port 8810 and 8820 tcp are forwarded.

So any ideas why cgminer don't want to launch ? with those config files ? I'm not rich but i'll send 2ltc for help :p
you need to edit neocoin.conf and add
rpcallowip=*
if you mine from different PC and just leave solo address and remove any pool you have there... also be sure you can ping the PC with the wallet from the PC you are mining, also dont forget to run server command!
or put
server=1
in the conf
