you sure that you run this wallet?may be your firewall blocking connections

try this:
1. backup your wallet.dat
2. remove NeuroCoin directory from C:\Users\username\AppData\Roaming
3. redownload wallet again
4. run without creating neurocoin.conf

in neurocoin.conf file add this line

You must make the file yourself, if you want I can post instructions.
