Yes there has been a Windows QT wallet since the release. It is the first download link in the section. For some reason it is not entirely hyperlinked so you may have to copy and paste it into your URL bar on your browser.

I have been receiving payments; the last of them arriving a couple of hours back for shares submitted almost 14 hrs back!!
