And you all forget one thing. Neo is being dump because letting this joke of an ICO happening. Neo is going to 20$ and angry people haven't even received their neo back to dump them as well. If a fair decision doesn't happen, NEO will take month even years to get back the trust of investors

Kicking means kicking them out and refunding neo.

they will give until 27 neo in tokens to the people from block 025 and the difference will return in neo
That is false. You will only receive more tokens in block 025 if you didn't fill up to 27 NEO in the first hour.

1 virtual win10 lagging machine
50 NEO to contribute
1 postponed ICO
couple of KYC/Whitelist/etc forms
50 pages of manual on how to participate (we're not in 2016, guys)
Put all this together with the right timing to send the funds and what you get? No, not the RPX tokens, you're wrong. You get frozen NEO which cost 25% less already!

Issuing tokens from their reserved supply is NOT GOOD! That will dilute circulating supply and all investors lose!!!

looks to me like a lot of the reactions here are way way over the top. Yes you're angry, and mistakes were made, but god its not a scam, they're not thieves, its not all crashing and burning. it went mostly smoothly and most people are well satisfied.

1 : Misleading information that makes hundred of thousands USD of prejudice
2 : Unfair advantage who allow a small group of selected people to earn more money
This is more than enough to start legal action and there is no doubt this ICO gonna need to correct the shot. The consequences will most probably be canceling of RedPulse ICO and refund at ICO price. Like it happened in every similar case.
This post is not biased i don't have any NEO stuck and i have RPX tokens. I just have legal experience and will dump my RPX as soon as i can because the people who will own RPX when this gonna happen will only receive ICO price.
