It's called "due diligence" and it's something no one involved ever does and why there are/were so many code issues!
It's true that no one could have known that an exchange created last week was a scam; however, it's unsafe to promote it before knowing anything about it or even a word of caution that it might not be legit.
There's a difference between allowing users to decide for themselves and actively telling users to "please" do something unsafe (like depositing to an exchange that no one ever heard of and no one researched).
Also, the fact that you're replying to a comment that Jeff deleted just further proves my earlier point about the fact that censorship is why this thread reads all glorious and facts be damned.
