A good website slick, professional with all the goodies ought cost maybe $3000 - $5000 at the ultimate gold plate max. No-one makes their own websites anymore, that's like going to the backyard and making your own car. It might drive but no-one else would risk themselves in it. The way it is done is to go a speciality company that does websites and have them do it for you; they maintain it, update, all the rest even technical support. You spend a bit of time sitting with them to tell what you want and off they go. Easy and cheap if you have $100000 US sitting about.
Maybe.. just maybe...

You need to have a working wallet to make an ico,so sure, you have to be a dev.
