They already have a complex one almost set up. For now, they just need a simple one to be the placeholder. I don't think spending an extra 0.25 btc is necessary even if they have a lot from the ICO.

Because it's more than just wallets and how many coins they have. They mentioned they will have a simple one up at first till they finish their custom block explorer which will show more details base on everything this coin offers.

He probably had those coin from the early bird stage where you would get a discount if you bought early.

Edit: nevermind, the early bird sale was at 465 sats, so I don't know where he got those coins so cheap, it's most likely a typo though.
