No it's not necessary but you need to have a static IP what most of the normal users don't have.

Sorry for the question. By the way what is utxo . I am not sure may be it is asking to send coins on Z address. is that correct. I have around 3000 coins earned and stuck in my wallet. Kindly give some detail.

It's not just send coin to z address. The steps here:
1. Create a z address if you don't have 1
2. Shield generated coin to that z address
3. Send coin from z address to another address
