Premined coin with IPO?
We analyzed a lot of new coins, coming out and community reaction to different features, and desided to change difficulty retarget algo. First, we worked on KGW, it's already coded in, but because of negative responce about it at coin start we changed our decision. Now from start difficulty retarget will be every 60 blocks (about one hour) and later, if needed, we will update code and activate KGW algorithm.

Why do you think, that KGW from launch is bad for coin? You (and we! ) will be unable to instamine this coin, it's good and fair for people, who will start mining later

Is this an official World of Tanks development? If not, do you have permission from the World of Tanks developers to do this?

From World of Tanks side we will act as usual user, buing their gold for real money, the only difference that there will be a number of operations from us. So it is absolutely legal and does not require any special permissions from Wargaming. But after we will have exchange running we are going to communicate with Wargaming and offer them more close cooperation.
A lot of them are using prepaid resources - premium account and premium tanks, which give more money and expirience. All these things can be bought for gold - ingame currency, converted from real money. We will give for all World of Tanks gamers to get gold another way - by mining or purchasing WOTcoin and converting it to gold directly.
Is this an official World of Tanks development? If not, do you have permission from the World of Tanks developers to do this?

You are free not to participate in IPO and join wotcoin mining after launch or trading, when wotcoin will be listed on exchanges. But you have to think about next - we are already working on this project about two months and there is a hell lot of work done already and still a lot to do. It will be stupid cancel all that. Also, no IPO will give so much profit, as we expect to have from exchange and other services
