Trying on i7/Win10 4 threads - speed is 0.01kh/s ?!

Issues are piling up. Probably due to lack of exhaustive test before launch of this coin.

Is there an issue with the blockchain?

Some transactions have no confirmations for up to 20-30 hours, they are not invalid as a -rescan does not remove them or mark confirmations as -1.

The strange thing is they show up in the wallet at the other end which shows they were broadcast successfully, however the official explorer does not show them (but I am unsure if that explorer shows mem-pool transactions)

Rebroadcast of the tx fails as it has already been broadcast successfully but they don't seem to be included in the next block for some reason, anyone else seeing this?

Miner is just reporting it wrong locally. The 260Kh/s you're seeing is just 260H/s

Popularity of zcash gave a big boost to zcoin price . I think that most of the people do not understand the difference between zcash and zcoin.
