I think the answer is YES. My argument is that the two platforms will be launched separately, one in Dec 2018/Feb 2019 and the other in Jun 2019. The blockchain will come last, in Dec 2019.
I think the amount of money that will be raised will have a hard word to say in the development and launching of products. It's obvious that a big amount helps more than one small. But money aren't enough. You need a dedicated team, good developers, a strong community behind -> all of them to succeed!
