since we know the maximum total cap fundraiser amount is 6902.342 btc , does it has a minimum amount/treshold fund ?

We have two kinds of devices, one is Congress Network and the other is Commons Budgets that promote self-evolving cryptocurrencies.

Congress Network is a decision making body of BOScoin. All kinds of rules, policies can be reviewed and changed with decision making process of Congress Network. Congress Network is composed of the owners of Node who run the BOScoin blockchain(=OWLchain). With this device we can change our policiies or even source code without division of blockchain community. (You may know the split of Eth and ETC, and the dispute of Bitcoin, Segwit and BU)
For example, transaction fee of BOScoin is 0.03BOS now. If the values of BOScoin goes up, keeping the 0.03BOS for transaction fee will be the obstacle for further expansion of BOScoin. In that case we can change it lower by the decision of Congress Network.

Commons Budget is the common assets owned by Congress Network, which can be used with the decision of Congress Network. If someone want to contribute with the better code or want to do new project with BOScoin which can help the expansion of BOScoin ecosystem, they can submit proposal to the Congress Network. If Congress Network approve the proposal, they can receive the budget that they proposed.
