We see 16 nodes on main vps currently active.
To stake, users need to leave wallet open, by do this, every wallet become another new node

It currently means, that only 15 users are currently staking 15 new CREW each block

In theory 1000 shares should "create" 1000 users.
Now lets say only 10% have the wallet running 24/7 this would give some 100 users or nodes being on-line.
So why do you think there are only some 14 nodes up and running ?
