The explorer works regularly, of course there are some slowdowns of the transactions because with this value so low the miners I think they prefer to dedicate themselves to another is obvious 
but until yesterday I managed to start a masternode without problems and with a cost of about 3 dollars for a masternode or even less if the project were to start again would not have been a bad investment ... consider that it is one of the few masternode projects based on something real (private civil aviation, with uses case in website) not aimed at the pure ROI of the masternodes, if you look at Dr Clive's Twitter profile you will see that it is actually inside the civil private aviation sector. I can not blame you of course, because the coin seems dead in fact but if it were to "wake up" and if they can finance their project (they have a office in Miami, have participated in blockchain events) maybe it could be a surprise. I do not want to deceive anyone is clear, but given the cost and considering that basic is not a scam (at most it can be a failure project not a scam... is different!) why not risk a few dollars? IMHO
