He needs much less than 30BTC to pump it that high. He has almost all coins, so everything he needs, is to pay 0.25% of volume gain to Bittrex and some BTCs to those who bought and stands on the pump way
The problem I have with you is you do not even consider the fact that you have ZERO information and you are just guessing. You keep talking about this personal knowledge about the DEV. Ok.
1. Who is he or she ?
2. Who many coins does the dev have?
3. How do you know that the dev has coins?
You have to be honest with yourself that you do not have any of these answers. You are just screaming in a room like a child. For the past few hours, I personally know several people that have been buying like crazy (And they are not the coin's Developers).
