Many of the coins, including many from the top are down like 99% from high. All coins are available at heavy discounts (with the exception of Bitcoin). Whales can come any time when they start see not much drop from here.
Why bitcoin is the exception.I don't think there is exception for bitcoin.
All have dropped deeply enough to say that they have mostly found their bottoms.
From their bottoms, they will bounce back and recover.
Recoveries after terrible woundly falls take time, and recoveries will not finished after several days or weeks. I believe it will take months.

For now, you are right that Dogecoin likely fluctuated and hesitated to rise, it's an exception compared to other old altcoins.
Fluctuation are common with the market situation because even Bitcoin price is fluctuating which we cannot able to guess when the price of bitcoin is going to increase. So doge coin will fluctuate according to the market situation, the price will surely increase in the market so it is very good to grab the coins.

It looks like there is change in trend from downwards to upwards though very slow but very steady. Dogecoin needs this kind of recovery which to be sustainable in coming days to provide perfect base for taking off in near future. Once traders are done with other markets their first choice will be Doge that is my opinion. Nothing to worry here even it continues like this for some more days.
I think when dogecoin break its resistance, there is no stopping for only 2-3x. Dogecoin to the MOON!

People like you were lucky to jump into cryptos about 5 years back when the marked used to be too young!! I too just learn to know about it only in 2017; so not as lucky.

Based on the movements of Dogecoin and buy/ sell orders on market, I guess that Dogecoin has been on the way of its new rising wave.

That made me little curios and I would like to have your opinion about current state of Doge to see where it is going next. it means based on your negative opinion there is some possibility to make some nice profit in short term and isn't bad to try.

One more thing to remember when every other market was going up Doge didn't show any sign so it was waiting for its turn. Binance is a popular exchange so every coin that's added there will experience tremendous additional to its volume. Yes, Dogecoin doesn't really need to get listed there but for other traders and investors it is going to be a big news if it ever does.
I don't think this will happen. CZ said he want to see only work product projects on binance.
