Original ICO price was 150, a full buy wall should be set if price reached 75 satoshis right? But 24h low was 100 not 75...

what's the 50% of 150sat? In my country it is 75sat, the lower price for DUB was 100sat.
So I don't see the reason to set a full wall. Or am I wrong?
