I would bet my ass it's the Pandacoin devs just cloning again their first clone.
You lost your ass =)) This team had a problem with N-factor scrypt. They decided to use Litecoin scrypt instead. Then they solved the technical problem to come back to N-factor scrypt. It is clear that it is not a direct clone of PANDA
