Yes, it's similar to NEO, except our appdata field isn't meant for smart contracts past what is available in the bitcoin scripting language. That's one of our features: a safer and more limited set of instructions for our transactions

No, we increased the speed to 40 seconds per block. Bitcoin based means the code is forked from bitcoin core but added features to support decentralized applications
