I think for this there are two reasons:
1. First you need to implement the main idea of the project, everything else afterwards.
2. Other functionality may lead to the fact that the token will be regarded as an action or something like that. In general, problems with regulators may occur.

I think it all depends on large investors, small and medium-sized will not have time to collect a significant amount for the remaining week. But in any case, half a hard cap is a great result already.
