It is possible that they develop something in stealth mode although I admit t is very unlikely if there hasn't happened anything for so long.
They should have announced that if they are serious in making one, I consider this project dead for no update, happening right now, I think something happens along the way I love participating in a exchange related ico, they have a good chance to become successful like Kucoin and Coss
Would have been the better choice if they informed the public even if they developed something in stealth mode. You are right about that. Communication should be at least at some minimum level above zero.

Maybe they haven't had a lot of response from the investor community and realized this won't work out and then withdrew the whole project.
