I am not sure how much they have raised. When I posted the screenshot earlier today the counter was over 13000 ETH, now it is back below that amount.

Yeah that's the main reason you see so many ICO's not trying to get the US involved. Of course they'd love to have the massive user base, it's just not always feasible.
I've noticed they usually have "No US users allowed" or something similar in very small letters and hard to find. I think they're still hoping a lot of US users will come in and they won't be liable because they posted for them not to.
Yeah, that's definitely not by accident.
U.S. residents and citizens will be able to purchase tokens once they are on the exchange, as well as inside the app. We did not want to allow the purchase of tokens for practically the whole world, while U.S. persons would only receive a SAFT contract (similar to Filecoin, that still hasn't issued tokens to US residents). Once our public token sale completes, and the DAT token is listed - Datum will not limit any individual or business under the free market conditions.
