Mobile phones infrastructure is much easier to create and cheaper than cable based Internet. You just have to erect some signal towers every 20 miles or so.

The good think about the smatphones is that almost everyone has one and you can use it everywhere.

true, phones are now so cheap, you have to actively not want one to avoid it.

or if you're old and can't handle the technology.

Wasn't Facebook rolling out a mobile network in Africa? Because of the large distances mobile internet through phones is more successful than old skool wired internet and desktops.

I think I heared something about Facebook working on a free network some time ago too. Wasn't it that they tested something with drones or so?

yes it was, they wanted to build up a drone wlan network in the sky, but afaik the project got stopped due to the cost.

you need a solar driven drone for nonstop flight action

They also mention the fact of the number of users having a smartphone as one of the point of strength for eHealth.

Offcourse not everyone will have it, but more people will be able to afford it as the prices will go down.

The translation from Google is not entirely good. There are many words that are not translated as they should.
Many times you have to interpret yourself what it means. I think it would be best to read in English.
Translation in other languages will be quite costly, but it will take quite a long time, because the White Paper is quite large.

I fully agree with you, it is very difficult to understand many things even using translators! I personally do not understand more than half of WP.
